If you turn off “Page transition animations”, and swipe, they will remain on. If you tap the side of the screen, it will change pages without the transition animation (as expected), then soft lock. You can still zoom and access the features menu, but I am unable to further change pages or access the page scroll screen (the one that has the settings button).
Tested on iPad Pro 10.5, iPadOS 14.1, and in landscape orientation with 2 pages visible.
